After looking at that Ben 10 Wiki thought, that Omnitrix would be millions of points. It contains a database of over 1,000,000 million aliens (so 1,000,000 alternate forms) but it does have a LOT of limitations, like only being able to store 10 forms at a time.
Still, even with its limitations some of the forms are pretty powerful. The worst is Alien X, a Celestialsapien who is basically on par with Q from Star Trek.

Only storing 10 at a time indicates it's actually built from a pool of Modular Abilities points. Alternatively, you can just consider it as a somewhat-limited form of Morph.
I'd probably drop the Needs Sample Limitation. He already has pretty much all of the aliens he uses in it, it's just that if the GM opts to introduce some new alien he can add it. Not enough of a limitation to count for points, really.
