Where I feel like this is unfair is that you get -10% on your energy recharge no matter how much you screw yourself voluntarily. If your energy only recharges while you voluntarily paralyse yourself, that's a lot worse for you than if it only recharges when you voluntarily beleive aliens control the government. Even though both of those things are worth a perk to be able to do independant of any energy pool, it seems like you should be paying less for energy that requires the larger penalty to recharge.
