But the locals would have no way of knowing that initially. Even if and when they realized, they wouldn't know why it is stable. That would leave them reasonably afraid that it could become unstable at any moment.
Probably leads to something akin to the fears of WW III during the cold war. Maybe everyone dies tomorrow; maybe not.
But we also saw how blasé people got after decades of that.
