Default [MH] Powering Up Inhumans

Monster Hunters Power Ups 1, pg 4, says:

then champions with the points and prerequisites can also
buy general power-ups and the professional power-ups noted
for their line of work.
What constitutes 'traits on their character templates and profession's special abilities' for Inhumans? The inhuman templates themselves don't offer traits beyond what a character starts with, of course. The 'Powering Up Sidekicks' box on 19 offers some suggestions about how to power up the 200 points of an inhuman not tied up in their template (especially if the inhuman was created with a sidekick template instead of the MH1 "basic" template), but presumably if you want to play a Werewolf or a Vampire, part of what you want is to eventually be as badass as the Enemy version.

Is it legit to consider traits from the Enemy version of your Inhuman template as your list of available power-ups? If not, what's the alternative for those Champions? If so, should that list of traits be considered exhaustive for what a PC Inhuman can purchase?
