Super ST is technically not a meta-trait; it's ST (Super-Effort, +300%), as per Supers p. 24. That +300% is factored into other modifiers that may be applied, such as Size and power modifiers.

F'rex, Super ST +16/+1000 (Size (SM +2), -20%; Super-Effort, +300%; Super, -10%) ends up with a net +270% for [592].

What I'd do in the OP's case is add Lifting ST to the base ST before applying the Super ST. ST 20 + Lifting ST +8 + Super ST +12/+200, so it'd be ST 32/220 with Lifting ST 40/228.
