Because it isn't a standalone characteristic; it's a detrimental modifier on your FP pool.
I suppose I could have started it at 0 and then counted
down into the negatives, but really that's the same thing just with the sign flipped. If you prefer that, or prefer starting it at Max FP and then counting down from there, feel free -- none of that changes the rule, just how you decide to bookkeep it.
