Actually, that's pretty clearly supposed to be possible, given that one of the examples in ignite fire is 'clothes being worn'. There are a few examples of a human causing resistance (for example, casting Undo on a hex is resisted by people in the area, though casting it on a smaller target is not).
D&D, at least as of 3rd edition, has a general concept of an attended object (which got its holders' saves), but I'm not aware of GURPS doing the same.
