Those don't give
skill level bonuses, they just offset some of the other difficulties by letting wizards without Magery cast and making FP/ER lost to magic recharge immediately, respectively. Meanwhile Low Mana, spells "on", and numerous other modifiers out there readily give skill
penalties.
