Could I take some kind of permanent skill-granting Affliction with some kind of Preparation Required/Takes Extra Time, such that a skill point is granted faster than two hundred hours of training time?
Or maybe just something along the lines of Ally Group (locally-trained irregulars, fairly often, 25% point total), depending on the degree of abstraction we'd like to employ?

I've done some thinking about this, and here is my suggestion.
We will start with your proposal:
Ally Group [6]
-Locally trained Irregulars: 6 - 10 members
-Frequency of Appearance: Fairly Often (9 or less)
-25% point total (90-points)
You MUST purchase the Ally groups separately for each Cultural Familiarity.
Below is the list of Cultural Familiarities I'm going to be using:
-Anglo (the U.K. and its English-speaking former colonies, including the U.S.A.)
-Central Asian (Kazakhstan, Uzbekistan, Turkmenistan, Afghanistan, and so on)
-East Asian (China, Japan, Korea, etc.)
-Eastern European (the former Soviet Bloc)
-Latin American (Mexico and parts south)
North African (from the Mediterranean coast south to the Sahel)
South Asian (dominated by India)
Sub-Saharan (specifically as contrasted with North African)
West Asian (from the Mediterranean east to Iran)
Western European ( “the Continent”)
So when you guys show up in one particular country where you have a cultural familiarity, I'll roll for your Ally group. You may end up having several Ally Groups in one CF region, if I roll well.
You don't HAVE to buy an Ally group for each CF...but it's probably not a bad idea if you want this to be your main Schtick. Likewise, if you want to increase the Frequency of appearance for one or more groups, just pay the appropriate point difference.
Does that fit your concept?
