I was thinking something like that too – for each point of failure, you underestimate the value by 10%. (Down to some minimum? I don't know; I suppose for some items, with a spectacularly bad roll, it could be possible to estimate a valuable item as having zero value, i.e., to be wrong on the order of -100%.)

The only problem with that: there should also be some chance of the PCs overestimating the value! Mebbe the GM should just roll a d6 whenever PCs mistake the value; on 4 or higher, they overestimate instead of underestimate. (Change that "4" to change the relative frequency of under vs over.)
