Except it shouldn't be. 40% is a rough enough cut, I always have the buyer estimate at "full market value" unless it's something rare or unidentified or speculative. In which case the buyer makes rolls at 14s and if successful offers up what is a 'fair' market value.
Basically determining valuation is simply a Player/Character tool to inform them as to what they should drag back and what they dump to lighten their packs.
