A bola is long enough to wrap around the body. You could treat a hit to either leg or foot as entangling the legs, and a hit to the torso or either arm or hand as entangling the arms. I would say a "hit" to the torso implies you get at least one arm (otherwise it's not really an effective hit, just a "miss" that wraps around the torso), perhaps a hit by two degrees of success gets both arms?
