Which is fine for PCs, but it should not really apply to NPCs. Anyway, the character already effectively has high IQ (IQ+1=Artisan 1 with Per-1 and Will-1) and is already cinematic/powered with Visualization. The IQ 20 version just allows for a simpler and more capable character for the same amount of points.
Now, a realistic version would reduce DX to 11, replace Artificer with Master Builder, remove Business Acumen, Common Sense, Single-Minded, Smooth Operator, Social Regard, Versitile, and Visualization, and increase Charisma to 5. The resulting character would be 200 CP and depend on her charisma and intelligence to get things done.
