Default [LT] partial armor, penalties to hit

If I have eg. Heavy Mail Armor, with sleeves elbow length - does foes have any penalties to hit my forearm, NOT my upper arm? Or vice versa?

And if I have armor covering HALF od the thigh. After hit in the thigh, it's 1d6 roll and on 4-6, armor is hitted, and on 1-3 bare skin is hitted. And what if someone want to DELIBERATELY hit bare skin, near that partial armor? How penalties should be?

And one more question. One of my players is terrorizing me, with constantly questions about armors. In most of cases I can answer, but this time I can't because I don't know - why shin armor costs/weigh 50% of torso armor, and thigh armor only 45%? Thighs are much bigger than shins. How was motives of the authors to write thing just like that?
