The TPUs that AlphaZero (and AlphaGo Zero, and their predecessors) run on almost certainly count as Dedicated computers... but in GURPS terms, what Complexity of computer is used when playing? And when training, using many more TPUs at a time? And almost as important, how high would their skill be, given their abilities compared to the best human players?
