No because ST wouldn't effect the Rcl stat. While the stat is based on the weapons actual recoil, it's honestly better called buck or spread. Basically recoil affects two things, the weapons ST stat and it's Rcl stat. The higher the recoil the higher the guns ST stat is and that is mitigated by having high strength.
The Rcl stat measure how much the barrel flexes and jumps when the weapon is fired so there's no real way for raw strength to stop that.
What can reduce Rcl is a heavier weapon, basically doubling the weapons weight will half the Rcl without raising the weapons ST but Rcl for projectile weapons can not be reduced below 2 without a super fancy action like Kriss V or just firing the bullets at a super fast ROF like with the G11.
