Nah, this is probably the result of the variable handedness rule that I've only even seen in FGU's Aftermath. Making everybody -4 with their off-hand is a very early gameable simplification.
In the Real World I'm pretty sure that real people are on a spectrum of how good or bad they are with their off-hand. Some lefties have learned to be nearly ambidextrous while others are so bad with their rights they don't even try.
I'm a natural righty but my left eye is dominant (because my right is legally blind). I've learned to do most things with either hand depending on how important they are to line up with my good eye.
