True. It's a tag for your alternate form that says "When you change to this form, you just cannot function in human society. Don't bother trying."
An example of a were who
doesn't have Bestial in animal form, but who probably bought it off and retains some quirk-level tendencies that way, would be Angua in the Discworld Watch stories. She's described as forever fighting the inclination to take simple (and probably bloody) approaches to situations, though she's still around human intelligence in wolf form. And of course her family aren't so nice.
