In OTL, John Glenn was elected to the Senate from his home state of Ohio in 1974. I suppose it's possible that he moved to Colorado for some reason in this one.
That was an error on my part. I somehow confused Colorado with Ohio in my original post (though, since the divergence was 1969, Glenn could have decided to move to Colorado instead of staying in Ohio before running for the Senate). The modest increase would be the political gifts given to other politicians to gain their support for massive increases in NASA's budget. It is surprising how much support an extra $1 million for roads or schools in a Congressional district could buy in 1977.
