I don't recall an official rule, but I think saying that a ship with combined Hnd+SR of less than +0 is probably one that port authorities would rather didn't dock with their station is reasonable.

A net +4 (or better) is a nice safe ship - someone with Pilot-12 would have to critically fail to mess up in such a ship, assuming they're taking it easy.
