I am totally not getting what to do in this scenario. The train won't move until turn 8. The game ends the scenario as a Paneuropean loss on turn 12 if the train has not left the map. The train moves no more than 1 hex per turn. The distance to move off the map is about 12 hexes, so the train won't leave the map until turn 20 or so.

What am I missing?
