A 9mm pistol with no suppressor is heard at 512 yards at +0. With a top-of-the-line baffle suppressor, at 32 yards. It's still (a) not a bolt-action and (b) does much less damage than a rifle, making a brain shot even more required and (c) has lower Acc, making brain shots much much harder.
Besides, a suppressed rifle is good for undetected sniping.
