Ok, this has lots of subtle knock-on effects.
You should end up with an enormous national legislature. If you've got one councilman per 10,000 people and half of them make it to the national legislature you end up with a body 15,000 strong.
If its one vote per councilman, locations will want to keep their guy in if at all possible so they get to keep their vote.
The political composition of a legislative group is telegraphed two terms before it achieves power, more if you have a longer course.
