You are correct. He's forced to Run Away, and can't play a card to counter your card unless the card he plays specifically says it cancels a card that was just played (examples from Munchkin Cthulhu would be O R'lyeh? and Wishing Ring, the latter of which cancels Curses and Madnesses). In Munchkin, with very few exceptions, a card's effect happens as the card is played, and someone can't simply play any card to cancel or subvert that card's effect.

You don't need two people to agree because I'm one of the people assigned the duty of giving official answers.
