Does the bonus to effective skill ("you’re at +1 to effective skill and all techniques based on that skill." –
GURPS Power-Ups 2: Perks, p. 9) improve your parry with the weapon as well?
E.g. my Broadsword skill is 19; with Weapon Bond is it 20. Is my parry (skill/2 + 3 =) 12 or 13?
