The thief's wizard might not be a full-time criminal. They can have a regular magic shop, and a certain kind of moral flexibility. They can cast the dual use spells, the ones which have legitimate as well as criminal uses but the criminals need a wizard who won't tell the law who came in looking for a particular spell.

These guys deal with lots of legitimate customers but those who make their Streetwise roll also know that you can get a Dark Vision here, or a Glamor, or Stalwart (before entering the sewers). Or some kinds of magic item that technically can't be sold without a letter from the minister of justice. Or maybe the wizard will be willing to sit in the local pub and if he sees certain people go past chased by the law then he might cast Trailtwister at a helpful moment. And after you're finished maybe you'll need Analyze Magic or Reveal or Remove Thrown Spell cast on the loot. Or maybe you'll need Minor Medicament (because of the sewers). And maybe you can sell magic items of suspicious provenance. Or maybe your guys will start arguing about the loot and someone who can cast Friendship will keep them from puncturing each other.
