Thanks, everyone. I'm inclined to buy the IA with Uncontrollable [-30%] and just assume that the differences between this and normal Uncontrollable aren't worth a price difference: and also buy Blindness, with a Mitigator of -25% or so (because being able to look at anyone who you want to die is useful, if you're into killing people).

I'm skipping the Ruby Quartz Fashion Accessory and the kinetic descriptor: the only link to Cyclops is "death comes out of my eyes when they're open." If you're interested, here's the final product for the IAs (using multiplicative modifiers):

Innate Attack (Burning) 10d [140]

Enhancements: Cone (50 yards) [+550%], Incendiary [+10%], Increased Range (1/2D x5) [+10%], Link [+10%], Reduced Time [+20%]

Limitations: Full Power in Emergencies Only [-20%], Reduced Range (x2) [-10%], Uncontrollable [-30%]

Innate Attack (Toxic) 10dx5 [200]

Enhancements: Accurate 7 [+35%], Increased Range (1/2D x5) [+10%], Link [+10%], Radiation [+25%], Reduced Time [+20%]
