Sure, the TL9 version is faster, and lighter, but what about the actual progress at its primary function - disguising people? A change of +1 from TL5 to TL9 is ridiculous given the amount of useful materials and makeup humanity came up with. The disguise fabricator is almost insulting - given all the stuff that can be done by modern make-up tools (TL8), they're claiming that the best people can get over a basic kit built at TL5 is a mere +2?
Should this stuff be houseruled for purposes of realism?

Looks like you'll have to houserule it, if you're dissatisfied with the rules from High-Tech and Ultra-Tech, although they seem reasonable enough to me. Heck, the TL10 Flesh Mask only gives +3.
How do we know what's realistic for TL 9?
