Yes, most of it. This isn't just newbie advice -- it's a distillation of all the advice given here on the forums, with almost half of the book being
direct quotes of advice that Kromm has given (here) on a
wide variety of topics, and the other half being Mook's carefully thought out walkthroughs, further explanations, etc.
Basically, if Kromm is Word of God, then this book is the GURPS Talmud: a compilation of direct scriptural quotes wrapped up in an excellent concordance that adds detail and explanation where needed and also walks the reader through everything s/he needs to understand what's going on.
