You can use every Cheat! card you find. There is no limit, especially because the rules don't specify one, not in spite of that fact.
However, the Hireling question has to be answered with significant more detail: You are limited to one Hireling, unless you use a card (including Cheat!, as per the rules for expansions that have Hirelings) to give you more than one, so the practical limit is one, but the theoretical limit is higher because of Cheat! cards and other cards which might allow you an additional Hireling.
