It's very common on roads here regardless of how they were laid, as of course we have a
lot of frost heave even in the south of Canada (the Pingos are in our far north).
It's not unheard of for a freshly laid road to last a year before developing some crazy cracks and a whole bumper crop of potholes, if we have a bad freeze-thaw cycle.
