No.

You cannot play any card on any other player unless it says you can on the card or in the rules (as they do for Curses and Go Up A Level cards).

Also note that you can put a Race or Class card into play at any time during your turn, even during combat, and you can also play one immediately if you receive it via some effect. The statement in the rules about playing cards at the start of your turn doesn't limit you to only play those cards at that time.
