Transferable Power (the number after a slash, like the "2" in "3/2") means that its Power that can be lent to other groups in an attack. So, you could add that 2 points of Power to another Group, or your Illuminati, as part of an attack, but only once per turn (UFOs excepted) and only before any money is spent on the attack. If you use the Transferable Power of a Group, you can't then use its regular Power for another action (again, except for those pesky UFOs).
As alignments go, here's a quick breakdown (ignoring positional bonuses):
ATTACK to CONTROL (Attacking
Power vs Defending
Resistance):
+4 for each like alignment (Weird -> Weird)
-4 for each opposed alignment (Straight -> Weird)
Success: add the target group to power structure
ATTACK to NEUTRALIZE (Attacking
Power vs Defending
Resistance)
+6 to the attack (one-time)
+4 for each like alignment (same as Control)
-4 for each opposed alignment (same as Control)
Success: place the target group in uncontrolled area
ATTACK to DESTROY (Attacking
Power vs Defending
Power)
-4 for each like alignment (Weird -> Weird)
+4 for each opposed alignment (Straight -> Weird)
Success: target group is destroyed (collected by attacker)
Note the special rules for Fanatic's self-opposition, and Criminal (and Media, if you have the new edition).
