Numerous nations, including the US, Britain, Germany, Czechoslovakia (back when it existed), the Soviet Union (ditto), made reasonably decent 6x30 binoculars through, say, the late 1950s. I've seen "monoculars" for sale based on separating the barrels of such.
Cheap, and in daytime, pretty effective, and not looking like anything likely used by a well funded intelligence op. Some even work pretty well in urban area night-lighting.

• Carl Zeiss Mono 6x18 T Monocular (p. HT47), Holdout +1, [Clothing]. $330, 0.13 lbs.
These, of course, are all small enough so that they are easy to hide. Larger and cheaper binoculars may not mark him as 'foreign', but if they serve to mark him as 'surveilling something', that might not matter.
