Option 1 is IIRC known as a “tactical reload,” and unless the setting follows video game logic with regards to ammo (or you have tech or a trait that lets you do so), can quickly end up with a bag full of partial magazines if you do it too often. In a setting with video game logic, of course, it’s a great option when you get to cover or there’s otherwise a lull in the fighting.
