Why would he need a permit in Oklahoma to leave it in the glove box? Heck, after Nov. 1 Oklahoma becomes another Constitutional Carry State, and you wont need a permit to conceal carry.

The driver was charged with failure to have a security certificate, the article I read didn't say what he needed it for, but I'm guessing the uranium. The passenger was done for being a felon in possession of a firearm.
