If I understand you right, yes. You put the water in the pot, put the top portion on, and then as you heat the pot the water ends up being forced by pressure into to the top portion, where it boils (you now have a vacuum in the bottom portion). You drop your fresh ground coffee in the top, let it boil for the desired amount of time, then you turn off the heat. As the pot cools, the water gets sucked back down into the bottom, while the coffee grounds stay in the top portion. Remove the top portion, and you have a nice pot of coffee.
I like it because it's a neat thing. Besides, it was around during WWII, so... :)
