In 1997, you had to ask whether anybody in a crowd had a phone. Nowadays, it's rare that somebody in a crowd doesn't.

Outside North America, mobile phones were extremely common by 1997. As far as I know, they were uncommon in NA because the numbering scheme didn't support them, and thus the phone owner had to pay charges for incoming calls.
