Well, research on the Internet has turned up Dyneema and Spectra, which are Ballistic Polymer, according to 'Cutting Edge Armor'. It also turns up a lot of ad-speak, but I don't know if any of that translates into Improved Ballistic Polymer. It's listed as TL8, but I don't know if it is really available commercially. If it is, I strongly doubt that PCs will accept anything less if given a choice.

Real military issue does, but if Improved Ballistic Polymer actually exists, it ought to be possible to make Flexible DR 18 armour that is proof against 5.56x45mm.
