Given the care to which the rules tell you you can't cast spells like Ignite Fire on a living target, I'd have to guess that "Okay, I cast it on their clothes" is not supposed to be a way around it. Worn clothes must be considered part of the being wearing them.
That's not to say you couldn't cast a spell on some unworn clothing and then put it on with the spell effect intact...
