I can actually imagine that used to as a method of ratification. It is harder to imagine the actual decisions taken that way. For one thing political decisions would be more complicated then any witchery tools and would have to be made in large part by direct communications rather then "nudges". The Dailai Lama though was I believe chosen at random from newborn children.
