Homunculus is an Enchantment Spell. All Spells of the Enchantment College except for Enchant and Scroll have Enchant as a preprequisite.
If I understand what you're asking the above applies to the Crystal Ball Enchantment as well.
I hope you will forgive me for not diving deeper into your project but in personal opinion prerequisite counts are evil and I will never use any form of magic that requires their calculation. :)
