In the first case, I think yes, this is how it works. In the second, I think I couldn't spend 3 FP anymore (unless high Magery), because at 2 FP for 3 HP I'd be maxed out.

Similarly with things that charge over multiple rounds, the discount only applies once. So I could charge a Fireball with 2 FP in the first round, 1 FP in the second and enjoy a 4-Energy Fireball, right?
What you do is total up the final energy cost of what you want to do and then apply the reduction. The limits on how much energy you can spend are in effect before the reduction (so Minor Healing can't heal more than 3 HP but if your skill is high enough you can do so for 0 energy).
