A Link probably isn't needed in this case. See the
uFAQ entry titled "I want an ability that costs FP or HP to use, but the ability consists of several Advantages; how do I allocate the FP/HP cost limitation?" You need Link to simultaneously activate more than one transient ability in one turn. Always-on components of the ability like DR or Enhanced Move just take a -10% Accessibility ("Only while Lightning Armor is up").
"Incredible speed" might be Altered Time Rate. Do you mean attacking twice as fast as a normal person, a la D&D Haste or a comic-book speedster like the Flash? That's ATR. If it's just getting around the battlefield, Enhanced Move will do. You might think high speed also suggests increased defenses (Enhanced Dodge, etc); those are bought separately if desired.
Does the lightning armor damage opponents that hit or touch him? See Aura and Innate Attack.
