I don't know if it's the specific article you're thinking of (I actually suspect this has turned up multiple times in Pyramid issues), but there's "Essential Magic" in Pyramid #3/25, Epic Magic. Most of the new spells there have Magery 4 as a prereq.

As for others, there's the recent Artillery Spells sourcebook. Most of the spells there have Magery 4 as a prerequisite as well.
