Generally it's an IP concern, and when "local uploads" is turned on it can also be a security / decency concern [people uploading less-than-savory files, be they malware or pornographic], or a server space / bandwidth concern [though admittedly that's not the issue it used to be back when a "big" hard drive was 500mb and a "fast" connection was a shiny new 56k v.90 modem].
