I haven't seen it like that. The Frequency of Appearance numbers on B.36 might be usable: base cost if it works on 9-, but that would raise the effective price quite a bit. Alternatively, you could have the base advantage work
all the time, but require it to be bought with the Unreliable limitation (B.116).
