I'd say you read it really precisely. Though mostly it should be a non-critical detail, no real game-breaker... ;)
My interpretation would also be that for non-major-wounds to the head or vitals, like the lowest 1 HP damage for
normal humans, there is shock (-1 in the example) and a knockdown roll, but the latter not penalized.
