The meaning is that you can play any Treasure cards as soon as you get them. That does not mean that you can put them into your tableau.
For instance, if I get a card that lets me draw more treasures, I can play it immediately. That doesn't mean I can put it on the table to use later, that would defeat the point of having a hand and hand limits. It just means, if it's a treasure card that can be played, you can play it when you get it. You don't necessarily have to wait until your turn.

The only cards you can put on the table are Items or cards that say otherwise.
