1)No. The rules clearly indicate the curse has to affect its target.
2a) A Munchkin CAN loot the Munchkinomicon and draw a spell card for doing so. You won't come back to life until AFTER the next turn starts in which case, the book comes back to you and then you draw a spell card.
2b) If no one loots the Munchkinomicon it goes to the top of the Treasure Deck until the end of the current turn. After the start of the next turn, the Munchkinomicon goes to you, and you draw a spell card.
